Powell is sincere, but like many others he wishes Obama to be better than he is and is turning a blind eye to some serious issues.

He does deserve respect for his service.

There is a way to look at his endorsement charitably. He likely believes Obama will get elected. And his endorsement was clearly made as part of a deal whereby Powell would work for Obama - Obama's announcement today confirms that. It is possible that Powell is telling himself if he's inside the administration, he can be a steady experienced hand shaping policy - maybe the only steady hand there. Everyone else would be retreads from the Carter-Clinton eras.
