IMO, the more appropriate place would be a state board that licenses doctors, at some point removing doctor's license to practice medicine.

The State Bureaucracy that handles the Med profession is even worse than the courts. It ends up being controlled by the Doctors it supervises because they are the only ones who have an interest in what they do 24/7/365.

True of all regulated industries.

In Utah, med mal cases go before a panel attached to the licensure board for review before one can file in the district court. If the panel says the claim has merit, you can file your malpractice action. So in at least one state, fellow doctors and the board of licensure has the first, and most important, say.
