To get anywhere close to 60% of the total vote, you pretty much have to command a majority of undecideds in the center. If we have a 52-48 vote, it doesn't tell us much; but a much larger margin (within the limits of American elections) like 56-58% would constitute a mandate compared to most elections, IMHO.

Like en.wikipedia.org. There wasn't much doubt that Reagan had a broad mandate after his re-election by 18 points.
