I would say you can equate the "elective war" with the fact that Clinton allowed the Iraq situation to rock on for 8 years without doing anything about it even though Saddam was chronically violating the terms of the cease fire agreement. Had Clinton been competent, the Iraq War would have been unnecessary. Man, are you still on the blame clinton bullshit angle...get over it...the country and world are leaving ya'll behind. Only mad dogs and republicans still argue that iraq was a necessary war. Taliban will be defeated, if Obama is not elected, just as the Iraq insurgency has been.
