I can't think of any ideologic arena in which it's moved rightward. Socially, what change there is seems to be softening of the old "values" issues. Bush expanded government and grew the budget deficit. None of that is moving right.

The only way I can see Powell's statement is that the ranks of moderate Republicans may have thinned.
