First. If he says he 'knows how' it means he 'thinks' he knows how. A sure fire way to make sure he doesn't know how would be to broadcast his idea, the fact that he has not broadcast it offers some credibility. We don't know what he has discussed with Bush on this subject because 'if' he has discussed it with Bush, it would be a very confidential discussion.

What is he supposed to do put it on CNN? 'Hey, Bush you run up the ravine and I'll wait on the ridge to nab him.' When did it become ok for our leaders to telegraph our strategies to the enemy?

Second. If he thinks he 'knows how' that doesn't mean Bush likes the idea. Maybe Bush doesn't think it is viable according to the Bush ways of doing things (The mysterious Bush Doctrine). Nuke Wasirastan or take control of the funding that goes to the Pakistan/Afghanistan Army and make both launch a full scale attack on the frontier. There are probably dozens of ways to get OBL that Bush doesn't think are worth the costs.

Third it seems you and I should be third to the last to know what Bush and McCain know about catching OBL and Kant should be second to last next to OBL.
