Sorry, but Powell was Chairman of the Joint Chiefs under Clinton and Bush 41. He was in Bush 43's cabinet, not Clintons.

There was an interview with Rangel in which he mentioned Colin Powell with praise and having been mentored by Howard University. Recent interview, last few weeks.
