Yes, he was. But under the constitution all budgets originate in the House of Representatives. So there is blame to go around.

Well, yes. But I said it a in special way that shows the principal is very strong. You didn't address that. You indicated you'd put it aside and tax away instead, in almost every situation except this one.

But...wait, there it is, you agree with doing it Bush's way in this situation. With deficits. Interesting. Come on, are you really Barney Frank? Just kidding, but I think I heard him promote deficit spending projects the other day.
