Yes, and in our society we "internalize" it thru government.

<DAK,

In economic terms, pollution is a negative externality. Internalize the externality and it goes away.
Plain and simple.

Plainly and simply- there are numerous parts of the real world that have tremendous value that cannot be internalized within a rational price based market. Shall we for example distribute a few extra bucks from the daily commuters on a freeway to the downwind dwellers who breath their "externality"? If so, shall the distribution be based on proximity to the freeway, lung capacity or some equation relating both with anticipated life expectancy derived from actuarial charts, genetic makeup and personal hygiene? (I know-they should all up and move to a better neighborhood creating a boom in the real estate market!)
life would be so simple if we would just let those prices be naturally set by supply and demand...
