It is simply that when people see the tax deductions on their paycheck, they have a gut level reaction that somebody took their money. It think there is good therapy in that for millions of voters who currently don't get it. I agree there is an efficiency penalty, wrt to tax prepartion, that could be somewhat addressed by making the tax code less complex. Remember some of the current complexity is there because some people get to step X and don't proceed. Eliminate a bunch of steps and have everyone proceed to the end.

As another examples along those lines, the employee/employer split in FICA is all smoke a mirros, get rid of it as well and make the employee see 100% of it as a "deduction" from their own pay (LOL, they would get a pay raise, and then see it all vanish in "higher" tax).
