During an economic depression taxation policy will not be the policy of choice, in spite of your belief to the contrary.

If you increase taxes on those with a low propensity to spend, and decrease taxes on those with a higher propensity to spend, you end up with an increase in GDP.

This increase is less than the GDP rise associated with public works projects, which will put taxation policy into the backseat as the current deleveraging proceeds.
