Actually, I place the credit for the surpluses of the 90's on Bush Sr's practical governance where he got the rest of the world to pay for our war and he raised taxes. That laid the groundwork for a surplus. Then Clinton came in and shut down the government one time to ensure he got a balanced budget. Those two were the only fiscally responsible Presidents we've had in the last 20 years.
