Is that dollar-based debt?

If I would borrow $2000, it would make my CB owe that amount to USA. If I would go broke, my CB would still owe the $2000. I never got a really good overview of how USA's foreign trade differs from that of other nations, so if you could give a very short explanation, I would be very grateful.

I see VERY different opinions on exactly that topic with banks, investors and others. It seems to me that very few people have a good overview of how this works.
