I have no real disagreements with your POV Tim. My point was that by borrowing from entitlement programs like SSI & Medicare to pay for billions in Pork or a boondoggle highway in West Virginia is no different than borrowing it from China, etc. The bottom line is that no matter how you slice it the Clinton Admin did increase the Gov't deficit every year he was in office. There really was no surplus because Federal obligations [money owed] increased every single year.
