Thanks for that - sounds like Napoleon's adage, "Every drummer boy has a field-marshal's baton in his knapsack".

I guessed that the Senate might be ranked higher because if the President and VP both fall vacant then it goes to the Senate majority leader. That's my only basis: except that if people are saying that such-and-such a governor might next run for Senate, it does imply it's a promotion of sorts.
