One of the reasons I invest in the USA is that it is fairly punitive and does punish crooks fairly well.

Fraud, theft, embezzlement should of course be punished.

But that's not the regulation which politicians and others will seek. They will want bureaucratic confiscation of OPM - that's the name of the game. The anti-fraud drive will just be cover for OPM grabbing by kleptocrats.
