Buffet owns a large portion of Berkshire Hathaway, through it (and also independently) he owns all or part of other companies. They pay taxes, effectively as part owner he is paying part of those taxes. But even if you exclude that fact (and you shouldn't) he may still pay a higher tax rate than his secretary. The Secretary may pay a 30% rate, on the next dollar, but doesn't actually pay 30%. See Message 24937013 Message 24937307 Message 18963112
