Buffet owns a large portion of Berkshire Hathaway, through it (and also independently) he owns all or part of other companies. They pay taxes, effectively as part owner he is paying part of those taxes.

But even if you exclude that fact (and you shouldn't) he may still pay a higher tax rate than his secretary. The Secretary may pay a 30% rate, on the next dollar, but doesn't actually pay 30%.

According to this we haven't had a 30% bracket since 2002 and then it kicked in at 67,700:
