Bush, like every other modern president, has taken from the rich and given to the poor. Much closer to "Robin Hood" than "a reverse Robin-Hood". In fact the rich pay more of the government's cost than they used to. But even if they didn't. Even if their burden was reduced. We would still be taking from them, not giving to them, unless their tax rates (or at least tax payments-direct benefits) where negative.
