the 5 trillion consists of projections, and those projections are factored into the budget. Bush ADDED 5 trillion to the national DEBT, whereas we will have about a 1 trillion dollar DEFICIT next year, which then means we will have an 11 trillion dollar debt (compared to about 4 trillion when Clinton was president just 8 short years ago). This is the best commentary about the Medicare part D scam from Waxman, oversight.house.gov Taking all these massive expenditures into account and calling this a payout to the poor is a colossal stretch. Face it, this administration acted like a bunch of Oligarchs. they ripped off the public to pay into their special interests. The numbers are right there in black and white.
