That is not Bush. That is the government.

Well personally I doubt he's been taking money from the poor, but if you have evidence that he's been committing armed robbery or burglary against the poor let me know.

The issue is what the government has done during the time Bush was president.

If he had his way there would be no benefits to the poor.

That's a pretty ridiculous statement.

In addition to being almost certainly false, its not verifiable if true, and also irrelevant, since the issue is what he has done, not what he might have wanted to do. The claim was not "he would have liked to have played reverse robing hood", but that he had done so.

Also even if there where no programs directly aimed specifically at the poor, you still wouldn't have a reverse robin hood situation since a majority of the poor pay no income tax, and the rest don't pay a lot. While most of the funding for the government comes from the rich (unless you define the rich very narrowly, but even then if it isn't "most" its a big chunk)

Honestly there are legitimate problems with Bush, why do you have to try to defend every ridiculous false claim about him as if your life depended on it?
