I'm not giving him credit for anything, just pointing out that under Bush we haven't had anything that remotely resembles a reverse robin hood situation.

Even if you only interested in changes since he became president, well since he became president social spending is up, and the rich (top 1%, top 5% and top 10%) pay a larger portion of federal income tax revenue than when Bush became president.

I don't know if I would call that giving him credit. It can be argued that it isn't a good thing. But good, bad, or indifferent, its true.
