I think they are very surprised by the strong moves in all markets - I assume they move slowly but decisive

A number of the EM countries are considering buying their own sovereign bonds, as this will 1) reduce their interest costs and 2) increase the price of thier soveriegn debt.

I expect some are buying already.

When countries with good economies, and adquate foreign exchange, are able to buy up their own debt dirt cheap (effective interest rates over 10%) , this tells us most of the credit crisis is closer to the end than the begining.
