In addition to the amounts in the table above for AIDS research, another $11 Billion is budgeted for housing, care and cash assistance to AIDS patients, and $1 Billion for prevention. Separate from that, the US has committed to spending $50 Billion on global AIDS.

The amount of money spent on health research is not unlimited, so the money spent for a futile effort (treatment and vaccine for AIDS) takes money from more viable / cost effective efforts...
