I don't get this:

The course was heavily minority and that weighted the discussions toward special needs.

Are there more "special needs" children born to minorities?

And I don't mean second language problems.

I've never seen a comparison of how much different major school districts spend for the "underserved" or special needs kids, and the gifted kids.....

I'd like to see how many of the separate groups the different school districts think there are in their districts in every grade..... and in particular, how many underserved and/or special needs kids there are, as well as how many gifted kids there are in each grade....and compare the amount of money that is set aside for each group.....

We certainly should know this information in our representative democracy.....but the media has NEVER asked to my knowledge.
