You're the reporter, you'll have to go dig in state regulations about US Senate appointments for that. I never heard if there is a rule barring a governor from appointing themselves or not. Wouldn't surprise me if such a rule exists to keep grasping ambitious governors from vaulting themselves to DC anytime the opportunity presented itself.

I have read that she could. But I don't know anymore than that. I do know it's been speculated in other cases in which sitting governors have some interest in heading to the senate when a seat opens up for an appointment.

I assume state law is the defining law.
