People already are.

Every time one of these studies come out there are people eager to try it out.

A serious problem arises when someone is stuck in a hospital. They can't get to a source of materials to work with and the doctors, for the most part out of fear, block attempts to try.

Law enforcement had played god over doctors. With the result of dead US citizens.
