The capital gains rate is already at 15%. If you make it 0% how does it benefit the country?

There is already a loophole for hedge fund income yet some 50% of hedge funds may be going under....that 15% doesn't help if you are losing your shirt. Excessively skewing rates, penalizing labor to benefit 'capital' can lead to all kinds of distortions in the financial markets.

I don't see how a 0% rate on capital gains helps anyone. A buy and holder of the market is down about 40% (depends on the day's gyrations) over a decade. The buy and hold mantra sucks in a bear market.
