I don't think it is that simple. There are trillions of bucks sitting on the sidelines right now not being invested in anything.

And taxes on investment help to increase the amount of dollars that are not invested.

Its not always a major factor in the short run. People may be too scared to invest even with low taxes, or during boom times they may be so irrationally exuberant about investments that they invest anyway even with high taxes, but at the margin it has an effect, and over time that effect can be very important.
