A lot of people have taxable accounts. You don't have to be rich to have one.

Also a lot of capital is in those taxable accounts for individuals (rich or not) and trading firms (and also to firms that aren't primarily trading firms but have a lot of cash built up and make investments with it, like Intel).

And even the retirement funds get effected by taxation, the tax is only differed not eliminated.
