and they weren't counted in states if their numbers didn't over turn the state. For example Gore won calif by like 4 million votes and there were 1.5 million absentees, which weren't enough to change the state's winner. At the time repubs voted 70-30 in absentee so that gave Bush like one million more votes and how many more votes did gore have over Bush. And that's just one state. Ergo Bush won the popular vote also
