I think the point is that you can't do so. And I'm telling you that you can opt out simply by not signing up. I considered doing so. Studied it for years before my time came. Edit: Just looked it up. If you have SS, you're automatically enrolled in Part A. I thought that they just sent you the paperwork to submit as a reminder and for your convenience. Since I'm not in SS, I had to know to go to the SS office and enroll on my own initiative so I could have opted not to do so.
