I've heard that the absentee votes are not counted if the total number of them won't change the winner in that state

I was a poll watcher for many years.......The absentee ballots came in a sealed pouch from a secure delivery service. After the machine totals were recorded, we either opened and counted the ballots or simply resealed them in the secure pouch. Their numbers were also included on our spread sheet. Our tallies were phoned into the Board of Elections including the number of absentees... We usually only got about 400 voters in out district and typically we got about 20-30 absentees....
