Government Targets. Not a New Idea.... I am reading Anthony Beevor's history of the Spanish Civil war, The Battle for Spain. He tells an anecdote: During the battle for Madrid, Russian T26 tank crews fighting for the Republican government were measured by their political Commissars according to the number of shells fired. Of course the best thing to do under these circumstances is to go out of sight of the Commissar and fire off ammunition in the enemy's general direction without bothering to get in range first... brackenworld.blogspot.com
