I'd say more like a mild implication or hint. It could be taken that way, but it doesn't mean that, and I'm not just expressing this point because of a rigid reliance on formal or dictionary definitions. They did in fact kill at least three people.

And beyond that there is some indication that they killed at least one other, and possibly multiple other people, and they where in the process of preparing bombs to kill others when they killed themselves.
