Yes, They are counted as part of the official vote. But that is a long time after the national media declares the winner. Usually the absentee ballots are counted beginning the next day, some counties may not finish for a week or so. Then they are added to the total vote and the Secretary of State certifies the vote. They usually do not change the outcome, you will only hear about it in the media if they do. That is why you percieve that they are not counted, by law as posted previously, they must be counted.
