Zions did it in a reasonable way. The Fed wants all of them the raise capital and pay off the preferred within 3 years or before the 6th year when the rate goes to 9%.

If you cut out the dividend, the stocks would go lower and they would have a more difficult time raising capital.

But the time to do it should be linked to the Tier 1 Capital Ratio or similar measures.
