In much of the world. Particularly in the more developed countries (look at the Cuyahoga now compared to a few decades ago), but also in places like China to a lesser extent (arguably things may still be getting worse there but in places they are getting better and concern and pressure for improvement is growing)

People in the absolutely poorest countries often care almost nothing about environmental protection (unless someone's paying them to care), there concern is how to avoid starvation, or if they manage to move a bit away from that being a frequent concern, how to maintain that position.

As they develop they cause more environmental damage.

But as development continues they get richer, and become able to care more about things like environmental protection.

In formal economic terms putting a lot of effort in to protecting the environment is a luxury good, meaning its a good that we spend more on as we get more wealthy. Get in the way of trade and you get in the way of the world getting more wealthy, and thus caring about and being able to do more about environmental concerns.

The same applies, perhaps to even a greater extent, in terms of labor standards, workplace environments etc.
