each state has their own rules and I bet many changed them after 2000, I saw that in ohio they don't count issue votes on absentee ballots, why ?

They do not have to be counted by or on election day, but they are all counted within 10 days. I never said they were never counted.

Yes you did. You said they are only counted if they can change the result.
