Maybe he believes in renewable energy projects. That would also be nice, but only if much of the money goes into research and basic infrastructure for the future, not tax breaks for yesterday's technologies. You can do 'conservation' projects (better insulation, more efficient heating/air conditioners, other appliances, solar hot water heaters, etc) as well as energy creation projects like solar and wind. The good thing about that is that it can provide work in every neighborhood in the country; local job creation. And it will reduce energy costs to the consumer, which will add dollars to their pockets every month... long term.
