Leaving aside your "tribal" reference as I'm sure in your way of researching you can find some definition that applies here, what makes you think that government can't accomplish things in a large country?

The same thinking got us to the moon and runs a great post office business and how about that hiway system. Listen to the list of things that Obama wants to invest in and you will get an understanding of the new direction this country will go should he be elected.

You are overusing the word tribal. That tribal country is spread over and incredably rugged landscape that creates unimaginable problems for infrastructure, communication and utility dispersal. Their infrastructure - despite the daunting landscape - puts our infrastructure to shame. Not bad for a tribe.

I think you should have said apples and cherries. I know both are grown commercially in Norway. I'm sorry, but I cannot believe that oranges constitute anything remotely like "a strong natural resource base" in Norway.
