What spending do you want to restrict now that we are entering an economic downturn?

Restrict the growth of (which doesn't mean cut) just about every very large program. (Not interest on debt, which isn't a program, and more to the point if you don't pay the interest you don't get new lenders, and generally cause a severe crisis).

Some programs (like unemployment insurance) should be allowed to operate as normal, they have built in counter-cyclical pattern where spending automatically goes up as economic times get worse. I wouldn't remove that built in counter-cylical effect, but I would add new spending beyond the increases that are going to happen fairly automatically in response to higher unemployment.
