If you can mount campaigns with a few million donors averaging a few hundred dollars each and firm caps on any big lumps slipping through, I doubt the next Congress will change the current opt-in/opt-out system. It doesn't disadvantage a candidate who doesn't think their campaign can do that, since ample public financing is available.

But in a free market country, if someone can generate widespread popularity in their campaign and raise more through small donations, I don't see a strong wave of opposition to that coming. Movie stars make more if they sell more tickets, ditto sports stars if they win championships, and so do businessmen if they make and sell a better mousetrap.

In practical terms, if Obama wins big this way and no one can prove any large corrupting blocs getting through, it is unlikely to change.
