Peter, I will address many of the issues around the contract. The reason Docucon is the leader, in my opinion, is the VOLUME of the documents to be converted. The bid requested companies to submit quotations on approx. 20+ million pages (the contract is too large for one company). The PDF file format is the requested conversion format on many parts of the contract. PDF is relatively new and I know of NO OTHER COMPANY that has converted as many pages as Docucon. The contract is for converting technical manuals for ALL of the military services. The government requested 100% accuracy in the conversion for many parts of the contracts, which increases the price per page. In my experience, the price per page is at minimum $2-3/ page. Contact a conversion house (with PDF experience adobe.com and see what kind of pricing for converting a 1000 page manual, PDF is the file format, including bookmarks and links, with 100% accuracy, good quality documents. Chances are you will not get a standard answer. Many companies have put together teaming arrangements for the proposal. I no longer possess the list of attendees and do not know what companies have submitted bids.
