Pretty simple solution.. if they vote for no short-selling, then margined stock purchases should be also made illegal in that state. After all, the only stock that should legally be available to short is margined stock.

Also, I think the public stock in any company with a corporate domicile in S. Dakota might be protected under such a law.

Of course, I don't see how online brokerage accounts, or stocks of non-S Dakota companies can be governed by this state law.
