Sounds to me like Florida's version of the TARP bailout for depressed real-estate.

A large increase in wind capacity or solar capacity could easily have the same problem, or worse. The sites that are really good for wind or solar, are often not close to the areas where the electricity needs to be used.

Wind or solar can be used for distributed power generation, but if they are really going to be a large portion of our electricity use, most of the electricity would probably come from large solar plants or wind farms.
