Just try to imagine the thinking that leads to such a cash payout... this is not official government policy, and it would be very hard to make accounting for in a western democracy. This shows how much communism/corruption/oppression still dominates thinking in public administration. China may be a great growth engine, but there are environmental and mental limits. Much of the growth has been due to cheap untaxed energy, cheap labor and lack of environmental regulations. This works as long as there is somebody outside to pay for it.

Growth is much harder when you don't have an obvious competitive advantage.
