The government decides, of course.

as much as i dislike fox i don't think it would be (nor should be) ok to force them to balance their "balanced" reporting using their own money.

The Fairness Doctrine applies only to broadcast programming, not cable.

The liberals will not try to impose it on cable because all cable news is liberal, other than Fox, which is as balanced as reporting can conceivably be made. Time and again, analyses show that Fox is the only news organization on TV which is truly fair.

The Obama FCC of course. AS for "forcing" them to pay for it, let's not forget who OWNS the spectrum they air on - WE do! It would be a small price for them to pay for the privelige.
