"Hasn't there always been some royalty payments for resource resource exploration / mining?" Most states have a severance tax except for maybe California. But only in Alaska does it result in s distribution. Now granted, in the other states it is used as a source of taxes and you can argue that is effectively the same. And maybe that is all McCain was talking about. But, his phrasing was something like "and all the citizens of this state will share in that wealth" sounds like a check.
