Something just popped into my head about people who will be screwed by the IRS. Say you bought a mutual fund for $30k years ago, reinvested the dividends and paid the tax on them. On 1/1/08 it was worth $50k but will end this year at $40k. No break on your taxes if you don't sell.

Next year it makes $2k and the IRS will get a 1099 saying you made $2k. Now you are still down $8 large but the IRS will want the tax on the $2k.
