I expect Arnie to end up in Washington in one capacity or another; I don't know if he could win a Senate seat, so a Cabinet appointment or something important in the Obama administration would be a good transition from the governorship.

That was true, and he got clobbered both in public opinion and in the Legislature. Then he tacked back to the middle, and saw his ratings go up again. That is pretty much where he remains right now in CA. But the Republican base doesn't like him anymore, hence you don't hear calls to change the Constitution to allow him to run for President.
